I'm watching on ROKU, but when I'm viewing NHK World Premium or NHK World Japan, it sometimes switches to NHK World Japan or an on-demand programs. Why does this happen?

It appears that when watching NHK World Premium or NHK World Japan on ROKU and try to rewind or fast-forward the program you're watching, a countdown 5, 4, 3, 2, 1 may suddenly appear, and then the stream switches to NHK World Japan or an on-demand program.
